Issue

If CD / DVD burning or audio recording software is un-installed from the computer, the CD drive or DVD drive may no longer appear in the list of drives in 'My Computer' (Windows Explorer), and the drive may become inaccessible to Windows applications.

Other symptoms may include the following error messages from Device Manager (Windows Control Panel):

  • "The device is not working properly because Windows cannot load the drivers required for this device (code 31)"
  • "A driver for this device was not required, and has been disabled (code 32 or code 31)."
  • "Your registry might be corrupted (code 19)."
  • "Windows successfully loaded the device driver for this hardware but cannot find the hardware device. (code 41)"
  • "Windows cannot load the device driver for this hardware. The driver may be corrupted or missing. (code 39)"
Resolution

Follow these instructions to use the Toshiba Upper/Lower Limit Repair Tool to make the CD / DVD drive reappear in Windows Explorer (My Computer):

  1. Click the following link to download the Toshiba Upper/Lower Limit Repair Tool (RmvFltrs.exe). Save the file to the Windows Desktop.

  2. For Windows XP, double-click the file RmvFltrs.exe on the Windows Desktop to start the installation program.

For Windows Vista, right-click the RmvFltrs.exe file, and choose the "Run as Administrator" option. If a User Account Control dialog box displays the message, "An unidentified program wants access to your computer", click Allow.

  3. Follow the onscreen prompts to complete the installation.

  4. Restart the Computer.

Optionally, see Microsoft Knowledge Base article 314060 for additional information and detailed instructions for manually editing the Windows Registry to make the CD / DVD drive reappear in Windows Explorer (My Computer).
